This is so helpful. Are the Pacific Project and Marine Government interested in combining forces? That would be a power house if they did.

The Marines want to continue the legacy of the Kahului Government; they want a military dictatorship to pacify the country or at least the west coast.

The Pacific Project is more of a theoretical idea that’s slowly coming to fruition, but just who exactly will be involved and what the federal government will look like is up for debate. The State of Oregon naturally wants to lead the way, and the other factions have reservations about the Pacific Project establishing what could essentially be an Oregonian empire. Some kind of Pacific faction is inevitable at this point, but they’ve got a lot of kinks to work out at first.

Plus, there’s always the possibility of some major faction like Jefferson, Provisional California, the NAR, or Bozeman breaking out and throwing a wrench into both the Marines’ and Oregon’s plans. Provisional California in particular is a lot stronger than it looks on the map and is more ambitious than it lets on.

Winchester, VA. Ruled by a small gang called "Fallout," living right next to the Great Wastes, a huge expanse of irradiated, sparsely-inhabited territory stretching from Virginia to Massachusetts.

Maryland? They're actually an interesting state. The story of how the USA-EC took them over is a long one with a lot of different moving parts in it, and Maryland today is one of the keystone states of the whole naval government.
