The CPA hopes that the Red-White war has weakened both belligerents enough that they can exploit it as a third party and end up on top. It's an incredibly risky gamble, but they are pretty powerful as warlords go and have a slim chance of actually pulling it off.
As for the latter question, it's like asking if you think the Russian White Army was better than the Bolsheviks. You have a right-wing military dictatorship on one side and a left wing party dictatorship on the other. They're both extreme, but neither side is insane; the PAAG isn't the George Washington Legion, and the ASFR isn't Blanchard's Acadia. Austere wartime conditions have been imposed upon both sides, so which one is better pretty much comes down to your preferred political ideology.
They’re already kind of aligned against them, it’s just that New Vinland isn’t really in a position to directly confront the Reds. The Christian-pagan thing presents a real obstacle to cooperation, but the main problem is just distance. PAAG is more involved with the other factions in Iowa holding down the southern front, and their trapped allies in northern Misconsin and Upper Michigan. Northern Minnesota’s kind of a no-man’s-land to them.

What's the deal with the MPRA? I see they don't have their own description, so are they a part of the Minnesota ASR or are they their own group?
